The regular meeting of the Board of the Town of Arland was held on Monday, October 6, 2009 at 8 PM at the town hall. All board members were present. Also present; Vic Keller and 6 residents.
Chairman Maynard Hoff called the meeting to order. Minutes of the previous meeting were presented by Clerk Fall, with a motion by Robert Nelson to approve, second by Maynard Hoff. Motion carried. Treasurer Jodene Nelson presented a financial update. Motion by Maynard Hoff, with a second by Dale Degerman to accept. Motion carried.
Tim Leisz was present to discuss his request for a liquor license in the Town of Arland. He is still considering purchasing property in Arland, preferably part of the ball field. He has talked with some residents, however, further discussion and consideration is needed. He has requested the Town of Arland consider selling a portion of property on the south east section of the ball field and he would be responsible for ball field maintenance and activities.
After discussion by the board and other local residents, the board determined that a special meeting and public hearing should be held to look at the specific area he is requesting and get public input on the issue. The Special Meeting and Public Hearing was set for Saturday, October 24, 2009 at 1:00 PM. Interested parties are encouraged to attend. Clerk will notice this meeting two weeks in the paper.
Vic gave an update on highway maintenance. He is also working on completing the water line. Discussion on the turn-around issue at the Huset place. Dale agreed to contact Todd Huset about the problem and bring this back to the next meeting if any action is needed.
Mike Harvey gave an update on the sand mining issue. He estimates that attorney service might run approximately $200/hr. for their assistance. He noted that the Town of Howard was holding a hearing on Dec. 3rd, at which time their ordinance is being challenged. His suggestion was to see what the court determines regarding village powers and their situation. More discussion will follow in fiture meetings.
Town of Arland budget hearing and special meeting are scheduled for November 10th. The regular meeting for the town will begin at 8 PM, with the special meetings to follow. Noted that the Almena Fire Board will meet on October 22nd.
Board reviewed the bills as presented. Motion by Degerman, second by Nelson to pay all presented. Motion carried.
