The regular meeting of the Board of the Town of Arland was called to order by Chairman Maynard Hoff on Monday, March 14, 2016 at 7:00 PM. All members of the board were present. Minutes of the previous meeting were presented by Clerk Fall, followed by a motion to approve by Robert Nelson, second by Brad Wolf. Motion carried. Treasurer Nelson presented the financial update, followed by a motion to approve by Wolf, second by Nelson. Motion carried.
Following the annual financial audit of the Clerk and Treasurer’s records, a motion was made by Hoff with a second by Nelson to approve the records as presented. Motion carried.
Superior Silica Sands representative Sharon Masek gave a report on current activities and projected work at the various mines. She reviewed specific ground water testing reports from each site.
Phil Hoff gave a brief highway report.
Building Ordinance 2016-1 was presented per the recommendation from the February meeting, directing that two specific paragraphs be removed from the previous ordinance from 2005. The recommendation had been reviewed by our legal counsel. Motion was made by Nelson with a second by Wolf to rescind the 2005-2 Ordinance, replacing it with proposed 2016-1 Ordinance. Discussion followed, including comments from our Building Inspector, Lee Fochs. After substantial debate, clarification, and discussion, Chairman Hoff called for a vote. Motion carried. Clerk Fall will post a summary of the ordinance in the paper.
No public comment was offered.
Next meeting is scheduled for April 12th – regular meeting at 8:00 PM followed by the annual meeting at 8:30 or immediately following the regular meeting.
Bills were presented for payment. Motion to approve by Nelson, second by Hoff. Motion carried.
