The regular meeting of the board of the Town of Arland was called to order by Chairman Maynard Hoff on December 9th, 2014 at 8 PM.  All board members were present.  Minutes of the previous meeting were presented by Clerk Fall, with a motion to approve by Brad Wolf, second by Robert Nelson.  Motion carried.  Treasurer Jodene Nelson gave her financial update, with a motion to accept by Hoff, second by Wolf.  Motion carried.  Jodene discussed CD rates for a machinery fund investment.  Motion to purchase two $50,000 CDs (six mo. terms) by Nelson, second by Wolf.  Motion carried.

Highway maintenance update from Phil Hoff.  He discussed sanding charges.  Motion to charge $15.00 for sanding by Wolf, second by Hoff.  Motion carried.  Update on the truck and maintenance.  Maynard discussed the bids received for window replacement ($5,287 from Rice Lake Glass, $3,100 from Kaufmann).  Motion by Nelson, second by Wolf to accept Kaufmann bid to do window replacement and repairs at the shop not to exceed $3,100.  Motion carried.  Also discussed repairs to the hall.  More discussion to follow at the next meeting.

Sharon Masek gave an update for Superior Silica Sands.  Dry plant has started this week, with a few issues to work out.  She also gave updates on the wet plants.

Maynard gave an update on the fire meeting.  Almena Fire Department will be purchasing a new pumper for $275,000.

Bills were presented for payment.  Motion to approve as presented by Wolf, second by Nelson.  Motion carried.

Next meeting will be January 13, 2015 – caucus will be at 8:00 PM with meeting to follow.

Public comment:  Ted Peterson requested to be on the agenda next meeting to discuss potential sand mining oportunities.

Motion to go into closed session pursuant to Section 19.85 (1) (c) of the Wisconsin statutes for the purpose of considering employment, promotion, compensation or performance data by Wolf, second by Hoff.  Roll call result:  Hoff – yes, Nelson – yes, Wolf – yes.

Board returned to open session – motion by Nelson, second by Wolf.  Motion carried.

Motion to accept the new contract for Phil Hoff, with a wage increase to $18.00 per hr. – effective November 01, 2014 through December 31, 2015 by Nelson, second by Wolf.  Motion carried.

Motion to adjourn by Nelson, second by Hoff.  Motion carried.
