The regular meeting of the Board of the Town of Arland was called to order by Chairman, Maynard Hoff on Wednesday, January 11, 2023 at 6:15 PM, with all board members present.

Clerk Fall presented the minutes of the previous meeting.  Motion to approve was made by Brad Wolf, second by Chuck Richards.  Motion carried

Treasurer, Jodene Nelson presented the financial update.  She noted a balance of 2022 EOY general checking account of $96,394,07.  Two CDs – current balances as follows: 1-yr CD balance – $314,062.31, 6-month CD balance – $250,442.08, ARPA Savings balance – $63,375.75. Tax Collection was going smoothly.  Motion to accept report was made by Brad Wolf, second by Chuck Richards.  Motion carried.  Board discussed the low rates currently o CDs and suggested that the Town Treasurer and Clerk seek rates from other financial institutions and requirements for opening accounts.

Phil gave an update on highway maintenance – snowplowing and upgrades needed on the grader.  Chuck offered discussion on whether Town of Arland has provided extra plowing/widening for private driveways.  It was deemed that each driveway should be treated individually and charged as such.  Currently a flat fee of $50,00 is being charged for driveway widening. This may be discussed at future meetings.

Board discussed the ATV/UTV signing of town roads.  It was reported that, according to Jeff Wolfe, from Barron County, that signing is the responsibility of each municipality.  After further discussion, motion was made by Brad Wolf, second by Chuck Richards, to authorized Phil to order and place the appropriate signage. Motion carried.

Phil also discussed the need to hire part time help for road maintenance or snowplowing.  He has contacted Andrew Nelson to help, when he is not working for Wirth Excavating.  Discussion followed.  He will e offered the part time rate of $20.00/hr.  Clerk is to contact him for personal information on reporting wages.  Motion was made by Brad Wolf, second by Maynard Hoff to approve the hiring of Mr Nelson.  Motion carried.
