The regular meeting of the board of the Town of Arland met on Thursday, October 6, 2011 at 8 PM.  Chairman Maynard Hoff called the meeting to order with all board members present, as well as patrolman Jason Bruder and several residents. 

Clerk Fall presented the minutes of the September meeting.  Motion to approve by Nelson/Degerman.  Motion carried.  Treasurer Nelson presented a financial update.  Motion to accept by Degerman/Nelson.  Motion carried.

Jason gave a highway update.  First issue brought forward was quotes for new tires for the grader. After lengthy discussion, a motion was made by Nelson to authorize purchase of tires from Pomps, second by Degerman.  Motion carried.

Jason also informed the board that he had acquired several loads of large rocks from Brad Wolf which will be useful in culvert and road maintenance.  Discussion followed.  Motion by Nelson/Degerman to authorize Jason to deliver four loads of gravel to Wolf in lieu of the rock he had acquired for the town.  Motion carried.

It was determined that the old air compressor was in need of replacement or repair.  Board discussed options and by consensus, authorized Jason to purchase a replacement for up to $1,000.

Maynard presented information on the cost sharing for road damage that was submitted through Barron County Highway.  Estimated cost of damage was stated at $33,000.  Closure of this matter is still pending.

The matter of an employee grievance policy was brought before the board.  This should be brought to the next meeting for consideration and approval.  Clerk will get information as needed.

Public comment:  Julian Nelson questioned the conflict of interst opinion that was presented at the September meeting.  Vickie Bown requested that the board strongly consider going forward with an ordinance to protect town roads, environment and safety of residents.

Bills were presented for payment.  After review, motion by Degerman/Hoff to approve.  Motion carried.

Building safety award was presented to the Town of Arland.

It was noted that the fire meeting will be held on October 27th.

Next meeting will be our budget hearing and special meeting to set the levy.  Date was set for Tuesday, November 8th – regular meeting to begin at 8 PM with the budget meeting to follow at approximately 8:30 PM.

Motion was made to adjourn by Degerman/Nelson.  Motion carried.
